Is It Safe To Be Without A Cast For Buckle Fracture In A Child?

We took my 4 year old to the er and he had a buckle fracture right below his left knee. They put a temporary cast on it until we seen the orthopedic. After we went to the orthopedic they decided not to put a cast on it. He can t walk on it, is this normal to not put a cast on?
