Is It Safe To Get A Tattoo Over A Scar That Is Five Months Old, Still Dark Pink?

I want to get a tattoo over my scar but it has only been five months so the color is still dark pink but it’s not painful when I press on it and the scar is not long or deep. Can I get a tattoo over it? Is it safe? would it be so serious that I need to chop off my arm cause of any infections?
