Is It To Be Concerned About The Skin Pulsing In And Out?

What would it mean if my skin starts pulsing in and out for a bit due to blood pressure. It's as if the blood stops flowing allowing the skin to lower and the goes up with the heart beat. Today it happened to me on my hand on the muscle between my thumb and index finger bones, on the top of my hand.
