Is It True That A Baby's Primary Nutrition Is Breastmilk/formula

Is it true that a baby's primary nutrition is breastmilk/formula milk till 1yr age?but my 6and1/2 month old baby doesn't take solids if i fed her milk and doesn't take milk if she takes solid first...i need to skip her milk feed to introduce solid..her milk intake also decreases..how i can tackle this?
