Is Itchiness In Back Base Of Head A Form Of Headache?

The back base of my head, top of my neck, feels "itchy," dead center where the neck attaches to the skull (especially when I wake in the morning.) I take 2 ibuprofen, and then it goes away. Is this a form of headache? Or is it something I should be concerned over.? This has been going on for three days.
