Is Lumpy Feeling In Breasts Before Puberty In Girls Normal?

My 7 years girls had left breast looked little lumpy no other physical symptoms for Precocious puberty. Pediatrician referred to an endocrinologist. Endocrinologist recommended Pelvic Ultrasound, Blood Hormones tests and Bone Age test. Pelvic ultrasound and hormones testing shows normal results but Bone age is 8yrs and 10 months which is considered advance. Questions are : 1) is she going through pubertal changes 2) Current height is 48 inches. Mother's height :60 inches and dad's height :70 inches. will she be short in her height?
