Is Peeled Tip Of Nipples While Having Eczema Repairable?

For the past few days my daughter has been complaining of skin on her breast being snagged by her shirts. 2 days ago, part of the skin on her nipple came off. Then this morning, the tip of her nipple came off. I put moisturizer on both breast nipples, including the "tipless" nipple. A few mins later she said the other nipple is about to come off.... I can't let her know how scared I am. But, I am!! There has been no discharge nor blood. I've searched everywhere online for answers, as we don't have health insurance. Also, she has eczema on her face and scarce parts of her body. Could this be just a case of dry skin or what? Will skin grow back? She's only 12, not sexually active, no interest in boys yet.... Please help US!!
