Is Penile Cancer, Related With Pink Penis Tip?

My skin near penis has changed its colour to white . and my penis tip has become pink in colour. can this possibly be the symptoms of a penile cancer .or is it some smaller disease. its not circumsized and when penis is fully erect its difficult to pull back the skin. and it gets cut if i try to pull back the skin
