Is Pregnancy Possible Without Penetrative Intercourse?

Someone I know is worried that after semen had ended up around the outside of their vagina that it could have gotten in and could cause pregnancy. They took Plan B two hours after which is pretty quick based on the time frame you are given. I have read it is possible to get pregnant without penetration if ejaculation is near the vagina. The plan supposedly has a 95% success rate when taken quickly. However this was in the middle of their cycle when they were possibly ovulating or had ovulated. The question is what are the chances or odds or statistics on pregnancy under these circumstances?
