Is Regular Budecort Inhalation Safe For A Child?

My nephew is 15 mons old,and catches cold very often.Sometimes this leads to shortness of breathe.Doctor suggested to take budecort puff (200mg) twice a day for 3 mons.Is it advisable to use the puff regularly?wont the baby get addicted to this?Kindly suggest.
