Is Skin Connecting Shaft To Lower Part Of Penis Head Normal?

My penis is complete normal, except on the right side of the head there is a narrow piece of skin connected to the shaft right below the head and to part of the head I can fit a finger in the area between the attached parts. I was thinking my circumcision was messed up, or is this a rare but natural thing? Also can this be fixed with a form of plastic surgery?
