Is Sonogram Showing Small Head Size At 10th Percentile A Cause For Concern?

Hi, My daughter-in-law is 28 weeks in pregnancy and today s sonogram indicated a small head size - at the 10th percentile. She had bleeding a few weeks ago, seemingly from a low placenta. She placenta had moved higher today. Connection? Concerns re head percentile at this point?
