Is Surgery Advisable For Degenerative Disk Disease In Lower Neck With Pinched Nerve?

I have digenerative disk disease in lower neck with pinched nerve. My arms are sometimes weak and have pain with tingling in hands. I am a 57 year old female.
I would like your advice to see if surgery is the next thing to talk to my doctor about. I have had 5 epidural shots in lower neck since 2011. The last two havent helped.
