Is Surgery Required For Broken Tibia?

i am looking for a surgen that can treat me i have a broke tibia i had surgery back in oct. of 2013 for broke fib. and tib and have had problems the smaller bone in the back of my leg healed but the front has not they put plates and pins in my leg and have had problems with them i have United Health Care but im not sure who i should have do the surgery can you help me im in vally center kansas.
