Is Surgery Required For Deformed Nerves And Bulging Discs?

I have severe cervical stenosis with protruding discs, constant neck pain and arm tingling. I've had this problem for years and it seems to be getting worse. Now the pain went down to my shoulder. My most recent MRI showed deformed nerves and bulging discs at C4-C6.
Is surgery my only option?
