Is The Rash On My Buttock Related To External Hemorrhoid?

Hi I have had one small external hemorrhoid for about 2 years now. I haven't treated it as it's caused me not much more than embarrassment with my partner. Recently however I have has a rash at the top of my bottom crack it is a little away from my anus so I was wondering if they were related and should I seek treatment?
