Is There A Possibility To Delay Puberty?

My daughter is eight, soon to be nine (Feb 2011) and is showing signs of beginning her menstral period. Tall stature, breast buds, thick vaginal mucus secretion, daily. This seems too soon and is it too late to treat it to delay this course? I did not begin my period until I was 12-13.
