Is Thigh, Penis And Scrotum Fungal Infection, Urination Burning, Dandruff, Acne Treatable?

Dear Doctor,

I am 27 yrs old bachelor. I am willing to get married next year. I have been infected with patches of microbes in my thigh region and later my scrotum and penis got infected. This is purely due to unhygenic practises like using wet cloths and not wiping after bath. I feel it may be bacterial or fungal infection. Slowly this patch spread and i could feel the infection spreading inside thro penis hole. I used to have wet dreams and i feel the density of sperm has come down in thickness and it has been literarily waterish nowadays. I have burning sensation when urinating at the end of urination. Sometimes my urine is pale yellow too. I have dandruff to acne to skin infections in my body.

I need to clear up the infections . Whom shud i meet. Urologist or Dermatologist.? if i am found infected, will i be undergoing surgery or will it get treated with medicines? Kindly advice.
