Is This A Boil A Cyst Or An Ingrown Hair

Is this a boil a cyst or an ingrown hair ? I have had it before but never this bad on mons pubis it's irritated for a few days maybe even weeks but goes away...this time it's huge and and tender the touch I can barely move. Do I burst it do I soak in hot water because so far it nothing has worked should I just go to the doctor....it's red and very painful and its only one
