Is This A Hernia?...Sometimes When I Reach For Something Low,

Is this a hernia?...Sometimes when I reach for something low, bending over, maybe to tie my shoes; a buldge comes out from underneath my bottom right rib cage, and I'm in extreme pain. I know I need to straighten out, breathe and relax. Then it goes away. Is this serious?
