Is Tinnitus With Ear Clogging Normal After An Ear Infection?

I had a sinus infection and an ear infection. I finished my antibiotics a fe days ago and I am still on my nasel spray the dr prescribed me for the plugged up ear. For the last few days I have has a slight whooshing sound in the ear. My ear us still slightly plugged up with fluid. I'd this whooshing normal?
