Is Tongue Turning White And Swollen Normal When In Low Temperature?

I was out in 22 degree temperature for about an hour, got extremely cold tongue turned white and swollen,and painfull, chin turned blue, bottom lip turned purple. Went to car to warm up for about an hour, when I left the car took less than 5 minutes for it to happen again..
