Is Urination Pain With Discoloration Related To Foreskin Surgery?

My son-in-law who has been staying more than 8 month in oman and he felt yesterday some pain while on urenation because of discolouration(it seems to be white colour) and they had shown to doctor. He replied that he has to undergo minor operation of removing front skin in his pennis. Please clarify more
