Is White Jelly-like Discharge Normal After Copper-T Insertion?

iam having Copper T insertion since 1 yrs and after that iam getting this vaginal discharge which is jelly like white but sometime odourless sometime sweet smelling, it sticking,jelly and come out in thread like from vaginal opening. i have no itching in that area, no pain but after my period, this discharge also has some blood ting which subside later. is it normal? should i do pap smear, iam 29 yr. my Total WBC count is a little less than normal. please advice.
