It States In Various Places That Basophil Count Of Zero

It states in various places that basophil count of zero is absolutley normal.
However how do you explain the following"Decreased levels of basophils in the blood may be caused by an acute infection, cancer or a severe injury, according to MedlinePlus. The normal range of basophils in the blood, as a percentage of all types of white blood cells, is between 0.5 and 1 percent"
Note the range here does not start at zero.
in another source I found reasons given for a low basophil count linking to cancer.
How can sources talk about 'low basophils' counts when absolute zero is given in your responses as the lower boundary of the range?
