I've A Sister Who Have Been Deaf And Dumb From

I've a sister who have been deaf and dumb from birth , she's 38 years old now. We've been to different hospitals but there seems to be no cure. Is there any cure and if yes how much will it cost ? I haven't heard her speak and neither have she ever hear my voice since I was born. So i would love to do this for her.
