I've Had A Rash On The Bottom Of My Right

I've had a rash on the bottom of my right foot. It's on the heal, not raised, nor can you feel it. Just looks funny. Doesn't hurt to press on it, but to me it feels as if it's a scrape or like a rug burn. Hard to explain. I've tried putting cream, and over the counter fungal cream for more than a month now. Any explanations? Should I see a Dr.? and if so what type of Dr. do I see? A dermatologist?
