I've Had A Stress Response In My Skin That Shows

I've had a stress response in my skin that shows up on my palms and the soles of my feet. I've had it my whole life. I am adopted, but aparently my birth mother also had it. They are tiny tiny little bumps that look like really swollen cells. They itch. They hurt just a little. Any idea what this might be? Thank you!
