I've Had Reoccurring Phlebitis Since 1962 For The Last 10

I've had reoccurring phlebitis since 1962 for the last 10 years I've had no problems. On Tuesday I woke up and my foot was full of pain and I could not step down on it, I cannot remember whether this is the start of phlebitis again since I have had nothing for ten years Am I correct that this is phlebitis acting up again?
