I've Had These Red Dots On My Ankles And Feet

I've had these red dots on my ankles and feet and occasionally lower legs. Pcp told me to put cortisone cream on it which did nothing. They don't hurt, they don't itch they are just there. They slowly go away but come back way quicker and never actually clear up. Help!
