I've Had This Weird Almost Circle Like Patch Of Skin

I've had this weird almost circle like patch of skin around the meatus opening of my penis. Its the same color of my skin and some days I notice the skin more than others. At times it looks very ruff and jagged and I'm scared it may be some type of genital wart. I really need some help in figuring out what it could be?
