Ive Just Developed A Big Bulging Vein Under My Penis

Ive just developed a big bulging vein under my penis and forskin connected to my glan head, my penis head cant get firm either when lying on my back but does lying on my side ect while the rest of my penis is hard, its like i can feel the blood rushing away from the head when i lie on my back, why is this?
