I've Noticed I Have A Small Cluster Of Small Itchy

I've noticed I have a small cluster of small itchy clear bumps on my penis shaft. They hurt and burn a little when popped. I've also felt a slight swelling on one side of my pelvic region as well a couple of weeks back but since has gone away. I've been having a lot of sex lately but all with condom use. I also remember getting this symptom with a lot of masturbation a couple of weeks ago. What could this possibly be?
