I've Read About Anencephaly, And Some Miracle Cases Where Children

I've read about anencephaly, and some miracle cases where children have survived with the condition (for many years, in some cases), but im curious if it's possible for part/all of the brain stem to be damaged/missing at birth while still producing a viable fetus.
