Just Noticed The Other Night A Bulge At The Base

Just noticed the other night a bulge at the base of my throat where it meets my chest. Have had a raspy voice at times and when I touch my chin to my chest, I can feel a pressure. I do not know if I have strained a neck muscle or it the tightness that travels from that bulge to my right ear. I was treated in October for acid reflux which has disappeared. Have been under a lot of pressure as our area in Louisiana was hit with a devastating flood in August, our home did flood and we are in the process of remodeling. Thank you for your help!
