Last August I Broke Out With A Rash. Started On

Last August I broke out with a rash. Started on my left eyelid then my right wrist. My doctor did rounds of Allegra D and pretnisone. Finally it went away. Now its back. Normally they are raised bumps without color. This is my right wrist and i have been starching it a lot. It's very itchy. We did do an allergy test. Nothing really showed up. The usual pet dander and pollen. I do come in contact with a lot of ticks. I get them off of my dog. This is the only thing I can pinpoint that happened at the same time. Any suggestions as to what this could be?
