My 11 Yr Old Son Appears To Have A Hidden

My 11 yr old son appears to have a hidden penis. He is a little overweight, which I attribute to not hitting that "growth spurt" yet. This extra weight around his stomach and pubic area are causing his penis to hide inside the fatty area. He can push it out with his fingers when he goes to the bathroom, but says it's increasingly uncomfortable. There is also areas of redness around the end of the shaft and the tip of his penis. Will cream work on the redness, and will the hidden penis symptoms go away on their own?
