My 15 Mo Old Son Crinkles His Nose And Squints

My 15 mo old son crinkles his nose and squints his eyes while pressing his fingers to his eyes. He does this several times per day. He never does it at the dr and I don't think the dr takes my concerns seriously. He acts as if he has "brain freeze".. That's they only way I can explain it. He has been congested since birth and on allergy meds that don't seem to help. His chest always sounds rumbley. He does not seem to be sick otherwise. He is also 15 mo and not walking. I have 3 other children and none of this seems right. I have been worried sick about him every day since he was born.
