My 15 Month Old Does Not Talk Or Walk, She

My 15 month old does not talk or walk, she grunts, and has a very strong grip when she is mad, her face looks kinda like children with down syndrom. her mouth stays open with her tongue hanging out slightly. I don't know what test I should ask for? she is smart in some things, but very delayed. we went for a hearing test and she could not hear out of her right ear. and only some out of left ear. she is getting tubes on 12-4-15.
