My 1.5 Year Old Grandson Has Eczema All Over His

My 1.5 year old grandson has eczema all over his legs the back of his knees all over his hands. It's all scabbed over and looks awful...my daughter says only thing to do is keep it wrapped and put ointment on it. Is there a steroid shot or something he can get bc it's been raw looking for almost a year.
