My 19 Almost 20 Month Old Cousin Has KD And

My 19 almost 20 month old cousin has KD and he's not really meeting goals (from lack of parenting more than health) but he recently had to go to his father's home which we found they were possibly smoking pot around him. My question is how could that affect him and are there any signs to look for in the child?
