My 2 Year Old Daughter Has A Rash On The

My 2 year old daughter has a rash on the back of her legs above the knee. She has had it for over 3 weeks. It's itchy. No one else in the house has it. We have all done the first and second treatment for scabies, but the rash hasn't improved. What could it be?
