My 23 Year Old Daughter's Foot, The Top Of Her

My 23 year old daughter's foot, the top of her foot, is discolored, like a wide bruise, and slightly puffy. She has cerebral palsy, she can walk and talk,but has difficulty describing whether there is any pain or not. We weren't sure if we should ice it or put on compression socks or do something else.
