My 3 Year Old Daughter Has Very Viable Veins On

My 3 year old daughter has very viable veins on her right upper arm. . It looks like someone has drawn with a think marker on her. Is this normal.. she is fair skin. Also epileptic and that is the arm the Dr check her pressure on. She's has also had a pic line on that arm.
