My 3 Year Old Had Some Blood In Her Urine

My 3 year old had some blood in her urine around 3pm and said it hurt to potty, it has now been 7 hours since she lasted peed, she has drank around 20 oz of fluids as well since 3pm. Is it okay that she hasn't peed in 7hours with her drinking 20oz of fluids?
