My 3 Year Old Was At A Water Fountain Park,

My 3 year old was at a water fountain park, and after playing for awhile I notice a bump on his eyelid it looks like a blister filled with fluid, it not painful and I can push on it and he states he does not feel anything. The water was very strong and shooting up into his face can this be water that got trap in his eyelid
