My 4 Year Old Daughter Appeared Flushed This Evening And

My 4 year old daughter appeared flushed this evening and had a temp of 99.1 according to oral thermometer. Before she fell asleep (around 9:10pm, ET) I gave her 7.5ml of children's liquid ibuprofen. She is asleep but is wheezing, sounds congested, is clammy and a bit sweaty and I noticed a bit of bubbly foam on her lips. Her appetite and fluid intake was normal all throughout the day. I'm not sure if I should wake her to bring her to ER or just keep a close eye for the night? Perhaps the bubbly foam was just a result of her breathing through her mouth, due to being congested?
