My 4 Year Old Gets Mad Really Easily. She Is

My 4 year old gets mad really easily. She is doing things lately that scare me. Like hurting her newborn sister, and laughing about it. She has been on time outs and scolded for her naughty behavior. I believe she has some sort of issues, behavioral problems, anger issues, and emotional issues. What should I do?
