My 5weeks Old Baby Chokes On Her Thick Saliva Or

My 5weeks old baby chokes on her thick saliva or breast milk while feeding or lying down or even just seated including in her sleep. This has bin going on from birth. She also has dried lips . Should I be worried? And what is the medical condition called? Thank you
