My 7 Year Old Nephew, Doesn't Listen And When I

My 7 year old nephew, doesn't listen and when I try to punish him for not listening it doesn't work. He never sits still! I will try to reprimand him and he will just leave. And if I try to keep him from leaving he will begin to make some heaving sound. For context he and his 2 brothers are living with me for the week while my brother has some time off. He just seems to act differently to punishment than other kids.
